Executive Summary
The British Government’s measures for excluding or deporting extremists under the Unacceptable Behaviour Policy includes a list of unacceptable behaviours that covers any non-UK national in the UK or abroad who uses any means or medium including:
- Writing, producing or distributing material,
- Public speaking including preaching,
- Running a website,
- Using a position of responsibility such as teacher, community or youth leader.
to express views that:
- Foment or justify terrorist violence in furtherance of particular beliefs,
- Seek to provoke others to terrorist acts,
- Foment other serious criminal activity or seek to provoke others to serious criminal acts,
- Foster hatred which might lead to inter-community violence in the UK.
The list is indicative and not exhaustive.
The Home Secretary will consider whether, in light of the list, Linda Sarsour must be excluded from the UK on grounds that her presence here is not conducive to the public good. The Home Secretary will reach a decision whether she has brought herself within the scope of the list of unacceptable behaviours by making statements that foment or justify terrorist violence in furtherance of particular beliefs and foster hatred which might lead to inter-community violence in the UK. Linda Sarsour meets the criteria for exclusion from the UK.
Linda Sarsour has been invited to participate on the panel of a MEND event in London entitled Losing my Religion on Sunday 23 June 2019 as well as to undertake a speaking tour of major cities whilst in the UK.
Linda Sarsour is an American faith activist who emerged into the public domain in 2008 and came to prominence in 2016/17 as one of the the convenors and main actors in The Women’s March that propelled her onto a world stage of political activism.
However, several sponsors have since withdrawn support for the Women’s March because of the antisemitism displayed by Linda Sarsour and two other conveners. Prominent amongst those who have withdrawn is the DNC (Democratic National Convention) amongst other liberal organisations.
As a prolific, blogger, commentator, writer and political activist she has a wide audience as she
- speaks at conventions,
- posts on social media,
- writes opeds,
- is prolific on Youtube.
Via these channels Linda Sarsour is a major player in fomenting inter-community racism, antisemitism, misogyny, sexism and violence as well as promoting the furtherance of beliefs that could encourage terrorist violence.
Specifically the areas of concern include Linda Sarsour’s:
- plans to appear on a panel in the UK for MEND and undertake a speaking tour of UK major cities,
- antisemitism, racism, misogyny and sexism that invokes community division as she continues to support one of the most vile racists in America, Louis Farrakhan the long-time leader of the NOI (Nation of Islam)
- radicalisation – praises and is a regular contributor to the organisations CAIR, ISNA, ICNA, MAS referring to their founders as her heroes despite their reported links to terrorist organisations.
Antisemitism, racism, misogyny, sexism
Linda Sarsour “whitewashes” antisemitism . She is a major proponent of the idea that Jews are “white”. So that if Jews are white antisemitism does not exist, because whites are not an ethnic minority and only ethnic minorities can experience race hate. If antisemitism does not exist there cannot be race hate against Jews. This makes it okay to say anything you want about Jews with impunity despite the IHRA Definition of Antisemitism .
Linda Sarsour is also amongst those who separate out anti-Zionism from antisemitism. This provides a platform for antisemitism under the guise of criticising Israel whist denying Jews the right to self determination, a right awarded to all ethnicities and national groups bar the Jews. Linda Sarsour tweeted “..Nothing is creepier than Zionism….”
Of MEND the Board of Deputies of British Jews (BoD) wrote in its 2016 submission to the UK Government Select Committee on Race Hate:
“..that the approach taken by MEND risks increasing hostility and suspicion between the Jewish and Muslim communities, rather than building trust and empathy.”

“..statements attributed to MEND such as one by its CEO Sufiyan Ismail, in which he claimed that :
“in 300 years the Israeli lobby has not lost a vote in Parliament”… Given that the state of Israel has only existed since 1948, the “Israeli lobby” in this quote can only be a synonym for British Jews,…”
Dr. Denis MacEoin, a scholar of Middle Eastern affairs, the chair of North-East Friends of Israel in the UK, and a Distinguished Senior Fellow at the Gatestone Institute writes:
“…. Sarsour’s stand on antisemitism amounts to much the same contradiction of British values [as others refused entry into the UK], again directly linked to the current spate of growing Jew-hatred.”
Linda Sarsour:
supported Ilahan Omar’s antisemitism when the US Representative tweeted of Jews “its all about the Benjamins” saying:
“She didn’t know nothing in Somalia, about no antisemitism (sic). This is something she is learning along the way now that she is a legislator.”
and
She railed against Jews who called out her antisemitism projecting them as the racists, saying:
“But what has happened often from White Jews when they call you call (sic) an antisemite, is they look at Muslim women from an orientalist trope, that we are inherently antisemitic because we are Muslims, right?”
and
she invoked sexism, misogyny and racism to attack Nancy Pelosi’s bill about antisemitism saying:
“Nancy [Pelosi] is a typical white feminist upholding the patriarchy doing the dirty work of powerful white men,” … ”God forbid the men are upset — no worries, Nancy to the rescue to stroke their egos.”
Linda Sarsour Tweets profusely enticing division in society, between men and women and between faiths as well as propagating violence:

John-Paul Pagano explains in his article The Women’s March has a Farrakhan Problem, that a year on from its inauguration several of its leaders have refused to distance themselves from “one of America’s leading antisemites, Louis Farrakhan of the Nation of Islam [NOI]” in which antisemitism is revealed as “a crucial blind spot of contemporary left-wing activism.”

Amongst Farrakhan’s many grossly offensive and extremists expressions are antisemitism, anti-LGBT and anti-white proclamations:
Speaking about Jews as termites in Detroit at the 23rd anniversary of the Million Man March, amongst other comments Farrakhan said:
“Call me an anti-Semite? Stop it! I’m anti-termite.”
[The implication being that termites, in this case Jews, need to be exterminated]

“Satanic Jews have infected the whole world with poison and deceit”.

Radicalisation
At the 54th ISNA Conference (Islamic Society of North America) in 2017, Linda Sarsour referred to her self-proclaimed mentor Siraj Wahhaj who has links to Hamas as “my most favourite person in the room”.
Some background to Wahhaj as well as Muslim Brotherhood is required to explain how having such a mentor aligns Linda Sarsour with radicals who “foment or justify terrorist violence in furtherance of particular beliefs”.
In his recent article entitled Linda Sarsour’s Mentor, the WTC Bombing and a School Shooting Plot in New Mexico, Daniel Greenfield provides background to Imam Siraj Wahhaj:
Wahhaj, a Brooklyn-based former CAIR advisory board member, is just one of many Muslim leaders affiliated with the group who have been named or prosecuted by U.S. authorities for terrorism-related activities and crimes.
“Wahhaj, whom Linda Sarsour has admired and who in turn influenced her, was back in the national spotlight when his son Siraj Ibn Wahhaj was arrested in Aug. 2018 and jailed on a Georgia warrant alleging child abduction. Law enforcement officers searching a rural northern New Mexico compound for a missing three-year-old boy found 11 children in filthy conditions and hardly any food, and weapons where Wahhaj was allegedly training them how to execute mass shootings in America’s schools…”
Linda Sarsour proclaimed that:
ISIS is the product of a politicised foreign policy of war on our people.

“When we talk about ISIS, everyone is always like: ‘ISIS this, ISIS that…’ Why do I have to explain to everybody where ISIS came from? We have to challenge the frame that the media puts us in…”

an article in the leading Saudi media outlet Al-Arabiya entitled Details of calls to attack Trump by US ‘Muslim Sisters’ allied to Brotherhood refers to::
“Palestinian American activist Linda Sarsour with roots in Muslim Brotherhood and a member of the Council on American-Islamic Relations known as CAIR.”

“Linda Sarsour and her husband, Maher Jouda, who is also a Palestinian from al-Bireh, were investigated and placed under observation by US Federal authorities in 2004 on their suspicious relations with extremist elements. Also, the New York Police Department opened an investigation into the Arab American Association of New York [Sarsour has been employed as the President of the Arab American Association of New York,] for its links to terrorism and extremism, especially its links with the Muslim Brotherhood and Hamas.”

From all that is mentioned, we can touch the influence of Muslim Brotherhood in shaping the thoughts of American activist Linda Sarsour and consequently her declaring her “Jihad” against US President Donald Trump, in addition to her call for the application of “Sharia”, the rule of Islam in the United States of America, during a speech at the annual meeting of the San Francisco branch of CAIR. These are terms used by Muslim Brotherhood teachings and in the views of Sayyid Qutb, a scholar and co-founder of Egypt’s Muslim Brotherhood, as well as from Abul A’la Maududi’s books “Islam and Ignorance” and “Fundamentals of Islam”. These terms are used and preached also by al-Qaeda terrorist organization (sic) and ISIS extremist group.
ISNA, ICNA and Hamas
ISNA and ICNA are a named unindicted co-conspirator in the federal 2008 Holy Land Foundation (HLF) trial, the largest successful terrorism financing prosecution in the U.S. which resulted in five officials of the HLF being convicted for illegally funnelling millions of dollars to HAMAS, a U.S. designated foreign terrorist organisation.
Linda Sarsour has links to ISNA
Documents in the course of the terrorism trial of the Holy Land Foundation confirmed ISNA’s links to Hamas.

At the September 2018 ISNA Convention, she said:
“if you’re on the side of the oppressor, or you’re defending the oppressor or you’re actually trying to humanize the oppressor [Israel],”
and
“then that’s a problem sisters and brothers and we got to be able to say: that is not the position of the Muslim American community.”
In 2009, ISNA went to court asking to have their HLF unindicted co-conspirator status removed. However, Fifth Circuit Court of Appeals federal judge Solis ruled that ISNA’s unindicted co-conspirator would stand since the government had “ample evidence” tying ISNA to HAMAS:
“..[t]he Government has produced ample evidence to establish the associations of CAIR, ISNA and NAIT with HLF [Holy Land Foundation], the Islamic Association for Palestine (“IAP”), and with Hamas..”

In a 2004 article by Sarmad S Ali, Kerry Drew Disenchanted Arabs in Bay Ridge, published in the Columbia Journalism Review, the 24 year old Linda Sarsour recounts her family connections to Hamas as depicted in the Arab language terrorist newspaper that she is reading while being interviewed:
“..The paper carried fervent slogans calling on young people to become martyrs in the conflict with Israel.
.. One of the men, she said, was a cousin who has been in Israeli jails for 25 years. The other man, she said, was a family friend serving a 99-year prison sentence in Israel. Her brother-in-law, she said, is also serving a 12-year sentence, accused of being an activist in the Hamas, the religious militant group, though, she said, he was secular in his beliefs.”

In a 2017 article Women’s March Organiser recently met ex-Hamas operative, has family ties to terror group the Daily Caller published:
“..While it is unclear if Salah and Linda are related (though they share the same surname, she has suggested in the past on social media that they are not and did not respond to requests for comment), she has other family ties to alleged Hamas operatives. Though she avoids discussing it now, Sarsour has acknowledged in past interviews that she has cousins serving prison time in Israel because of their work for Hamas…
…Salah Sarsour met Awadallah in 1995 while serving an eight month prison sentence in Israel for supporting Hamas.
[Salah] Sarsour has not been charged with any crimes in the U.S. His brother Jamil [Sarsour]was arrested and charged in 2003 with money laundering after returning back to the U.S. from Israel. He served a four year jail sentence for his work for Hamas…”
ICNA and MAS (Islamic Circle of North America / Muslin American Society)
Linda Sarsour is a speaker at the ICNA/MAS conventions in Baltimore in which she explains a revisionist form of American History to an audience of “sisters and brothers”.
In April 2019 a video was published of children in the MAS centre that exposed radicalisation of children.

“..Heros are born of heroes. I consider people who founded organisations like ICNA, heroes. People who founded organisations like MAS and Islamic Relief and CAIR and …[inaudible] and all these wonderful organisations I consider them to be heroes.

The case for exclusion
“The British government collects information on individuals around the world who have demonstrated ‘unacceptable behaviour’ and an individual may then be placed on a watch list. That does not itself necessarily mean exclusion, but it will trigger the possibility of a decision to do so by the Home Secretary.”
Prevent Executive Summary 3.5:

This document reveals just a small portion of material readily available and accessible that casts doubt on Linda Sarsour’s suitability to undertake a speaking tour of the UK, particularly since the UK is currently in disarray about the levels of Jew hatred and antisemitism materialising across the country. Of particular concern is the rise of extreme forms of Jew hatred evidenced in both the far Right and far Left as well as amongst Islamic communities. As Mehdi Hasan wrote in 2013:
“It pains me to have to admit this but anti-Semitism isn’t just tolerated in some sections of the British Muslim community; it’s routine and commonplace. Any Muslims reading this article – if they are honest with themselves – will know instantly what I am referring to. It’s our dirty little secret. You could call it the banality of Muslim anti-Semitism.”
Linda Sarsour is evidentially a proponent of the intersection of religion and activism. Historically this is a means of conversion. We know that the early Christians used this to spread the word of Christ and in so doing Christianity grew, sometimes by violent means. We also know that Islam is a proselytising religion.
It is submitted that Linda Sarsour engages in unacceptable behaviour by fostering hatred that might lead to inter-community violence in the United Kingdom.
It is our submission that Linda Sarsour meets the criteria for exclusion from entry into the UK.

Mallia Bouattia: former National Union of Students (NUS) leader who has been embroiled in various anti-Semitic controversies. During her time as a student at the University of Birmingham, she was involved in hosting a play called “Seven Jewish Children” which has been widely criticised as anti-Semitic. In 2016 she was accused of “outright racism” by the House of Commons Home Affairs Select Committee over comments she made relating to Israel — that the University of Birmingham was a “Zionist outpost” and referred to “Zionist-led media outlets“. Immersed in the identity politics of the far-left, Bouattia has a history of re-tweeting posts about white privilege and referencing it to Islamophobia: e.g. re-tweeting tweet, “White privilege is encouraging an Islamophobic smear fest against a Muslim Congresswoman because she stands against racism and apartheid, then thinking you can waltz into a vigil for dead Muslims and not p*** people off.“
Rahim Jung: a presenter on the Saudi-funded Islam Channel, which broadcasting regulator Ofcom investigated in 2018 for promoting divisive and hard-line views in Britain, including political bias, advocating violence against women and supporting marital rape. Ofcom said it was “conducting an assessment of content on Islam Channel to determine whether it complies with the broadcasting code“. The station, which claims it has one million viewers daily, reaches 59% of British Muslims, according to government research reported in 2008 (there are no more-recent independent figures). Its presenters also include Haitham al- Haddad, a preacher described by the Quilliam think tank as “one of the most dangerous men in Britain”, Yasir Qadhi, who has said killing gay people is part of Islam, and Abu Hanifa, who said on air that wishing someone “Merry Christmas” was a “sin” Muslims should “avoid“ — a not insignificant statement, given an Ahmadi Muslim shopkeeper was murdered by a Sunni fanatic for wishing his customers a Happy Easter in 2016.
Jung is involved in MEND’s activities and also cooperates with Muslim Aid (a fundraiser for Hamas) and READ foundation, a charity whose “partners” include the World Association of Muslim Youth and the Qatar Charitable Society, both of which have also funded Hamas. In addition, the READ Foundation has promoted a number of extremist speakers at its fundraising events. These speakers include Uthman Lateef, who has expressed support for Al Qaeda terrorists; and Sulaiman Gani, a Muslim chaplain with links to Hizb ut-Tahrir, who has voiced backing for convicted terrorist Aafia Siddiqui, described by FBI Director Robert S. Mueller as “an al-Qaeda operative and facilitator.” In spite of these activities, in 2013, the British government granted £189,550 to the READ Foundation. Jung also cooperates with Islamic Help, a charity that is a member of the Muslim Charities Forum (MCF) — a body which was stripped of state funding in a crackdown on Islamist extremism. Islamic Help itself was also stripped of state funding after inviting an unnamed “individual with extremist views” to speak at an event. Furthermore, Islamic Help, which has an office in Gaza, has been accused of working with and funding the Islamic Society of Gaza, a Hamas front organization which operated the “terrorist kindergarten”.
Yasir Qadhi: a Pakistani-American Muslim scholar who, in 2001, described the holocaust as a hoax, claiming that “Hitler never intended to mass-destroy the Jews” and that the Holocaust was “false propaganda”. He later retracted these comments and claimed he had been misled into making them. However, he has more recently posted links to articles by a notorious Holocaust denier on an Islamic online forum, according to the Centre for Social Cohesion.
Sheikh Zahir Mahmood: an imam who graduated from al-Jamia al-Islamiyya, Karachi, Pakistan, a seminary described by the International Crisis Group as the “fountainhead of Deobandi militancy” in Pakistan. It has spawned jihadi groups, such as Harakat ul-Mujahidin (HUM), Jaish-e-Mohammed (JeM), and Sipah-e-Sahaba Pakistan (SSP). Mahmood has been described by interfaith organisation StandforPeace as a “hate preacher”. He was one of the participants of a Viva Palestina convoy to Gaza and stated (oxymoronically) that Palestinians have lived in an “open concentration camp for 60 years”. In a speech in Birmingham in March 2009, he claimed it was “a perverted narrative” to suggest that Hamas members were terrorists and said they were merely “defending their country“. He added: “What the Palestinians are going through is far greater than what the blacks went through in South Africa but because Israel is an ally [of the UK] we will turn a blind eye to these atrocities.” He has also called for people to be “mobilised” to support the Palestinians.
Tez Ilyas: an activist-comedian who works with Islamic charity, Human Appeal. Human Appeal has links with Hamas and has run events with 17.
Akala: : a rapper, left-wing activist and self-styled public intellectual who endorsed Jeremy Corbyn in the 2017 UK general election. He wrote in The Guardian that he would be voting for Corbyn because, “for the first time in my adult life, and perhaps for the first time in British history, someone I would consider to be a fundamentally decent human being has a chance of being elected.” His activism has included campaigning to ‘decolonise’ British university curricula and he has published a book titled Natives: Race and Class in the Ruins of Empire. He tends towards an anti-American and anti-Israel stance, which surfaced in his Twitter comments on the possible legalisation of marijuana sales: “Now the US and to lesser degree Israel look set to control the industry after decades of bullying Jamaica and criminalising its own ppl (US)” and “In a decade if/when US & Israeli companies are making tens of billions off weed ppl will ask dumb questions like why is Jamaica still poor“. An unfavourable reading of his views might cast them as expressing anti-white racism. Referring to white working-class British people, he said, “These are stupid people” and he claims that British society is “institutionally racist”.
Saliha Mahmood Ahmed: a celebrity chef who supports/works at events organized by Muslim Aid – a charity with a track-record of fundraising for Hamas and Palestinian Islamic Jihad. Muslim Aid also has links to Islamic Forum of Europe — the European wing of the Jamaat-e-Islami, a Southeast Asian Islamist political party with close ties to the Global Muslim Brotherhood.
Mufti Abdur-Rahman (Abdur-Rahman Ibn Yusuf Mangera): the director of ZamZam Academy, which has promoted material endorsing ‘wife beating’ and material which could be interpreted as endorsing child marriage.
